I have raised OSS Message regarding this, got reply to have to maintain SAP ALL role for WF-BATCH

Dear Customer,
The issue is probably caused by the lack of authorization of workflow
background user WF-BATCH. Please try add authorization profile SAP_ALL
to WF-BATCH via SU01 (for more details please kindly refer to SAP Note
1592604 - Agent determination failing even though simulation works
fine). If it is not possible for you to add SAP_ALL to WF-BATCH, you
can also use SAP_BC_BMT_WFM_SERV_USER as an alternative (for more
details please kindly refer to SAP Note 1574002 - WF-BATCH

Still I am not getting WF list in NWBC, however, which are triggering in back ground in SAP. Probability could be services might be missed. We are checking it and will update on this.
